Move-In Permits and Moving NOCs in Dubai

Check Dubai move-in permits and NOCs, prepare building-specific documents, reserve the service elevator and confirm who submits the request.

A move-in permit or moving NOC is approval from your building or community management for furniture access. Requirements vary by property. Check both your old and new addresses before confirming the move, including the service elevator, loading area and permitted hours.

Does every Dubai home need a moving NOC?

There is no single building-management process for every home in Dubai. Ask each property manager whether a move-out approval, move-in permit, gate pass or separate lift reservation is required. A mover’s trade licence does not replace your building’s access approval.

For a tower move, confirm the loading route as well as the paperwork. Our Business Bay moving access guide explains the practical access questions.

Who applies, the resident or the mover?

The resident or authorised owner may need to apply through their management account because the request relates to their unit. Ask the property manager who can submit it. Your mover can provide requested business and vehicle details, but do not assume it can access your tenancy account or approve the permit.

Documents to ask management about

Use the property’s current checklist. It may ask for some of the following; this is not a universal mandatory document list:

Possible requirementWhat to confirm
Tenancy contract or EjariWhich document and unit details are needed
Resident identificationAccepted identification and the secure submission route
Owner authorisation or account accessWho is allowed to apply
Mover’s business and truck detailsLicence copy, vehicle plate or driver details requested
Deposit or outstanding property chargesAmount, payer, refund conditions and official payment route
Move date and lift slotApproved hours and whether reservations are separate

Send identity documents only through the official process requested by management. Do not share account passwords with a moving crew. Keep the approval accessible on your phone and send the mover only the access details it needs.

An official community example: Emirates Living

Emaar Community Management’s Emirates Living move-in guidance requires an application at least one business day before the scheduled move. Its tenant document list includes Ejari, both sides of Emirates ID and passport with visa page. The page also says property service fees must be settled by the landlord and entry can be denied without a valid permit.

This is a community-specific example checked in October 2026, not a processing-time promise for all Emaar or Dubai properties. Check your own community’s current instructions and allow extra time to resolve incomplete documents or outstanding account issues.

Build your schedule from the actual requirements

  1. Before agreeing a move date, request the current move-in and move-out policies.
  2. Find out the application deadline, approval process and available lift slots.
  3. Gather the documents and request any mover details needed.
  4. Submit through the official channel and follow up on missing information.
  5. Confirm approval and lift/loading reservations in writing.
  6. Share the approved time window and access route with your mover.

Applying early is a planning buffer, not a guarantee. Do not assume that paying a mover means your building access is ready. Pair the access plan with your DEWA moving arrangements and packing schedule.

Is the service elevator booking separate?

It can be. Ask whether the permit includes a reserved lift or merely permission to enter. Confirm the exact start and end time, lift dimensions, protective covering requirements, loading bay, parking and any waiting rules. A large wardrobe may need dismantling even when the permit is approved.

Our service elevator guide gives you a more detailed access checklist.

Moving hours, weekends and delays

Ask about allowed dates and hours, weekend or holiday restrictions, security notice and what happens if the truck is late. Do not assume Friday moves or evening moves are prohibited everywhere. Rules belong to the specific property.

If approval or access is delayed, contact management and the mover before dispatch. Ask about rescheduling, waiting time and any additional charge under your booking terms. Do not ask the crew to bypass security or enter without the required approval.

A message you can send to building management

“I plan to move furniture for unit [number] on [date]. Please confirm the move-in/out approval process, document checklist, submission deadline, any deposit, permitted hours, service lift reservation and loading access. Who submits the request, and what confirmation should my mover show security?”

Frequently asked questions

Is a moving NOC a government trade licence?

No. It is property access approval. The mover’s business licence and your resident move approval serve different purposes.

How long does approval take?

Ask your property manager for its current deadline and processing arrangements. There is no single approval time for every Dubai building.

Can I move on a weekend?

Only if your property permits it and the required access slot is available. Confirm before booking your crew.

Can the mover organise all the paperwork?

It may help supply details or coordinate, but the resident may need to submit the request. Agree responsibilities and follow management’s instructions.
